ロシア制裁とEUの苦境

ロシアと西欧間における巨大で破壊的な貿易戦争はエスカレートしており、単なる食料制裁を超える恐れがでてきました。
ウラジーミル・プーチン大統領は昨日食料制裁を開始し、EU、アメリカ、ノルウェー、カナダ、オーストラリアからの乳製品、フルーツ、野菜、肉、そして魚製品の輸入を禁止しました。もし今回の制裁が長引けば、EUはかなりの苦境に立たされることになります。現在ロシアはEUの農業製品輸出のおよそ10%を占めており、約118億ユーロにあたります。ロシアはなんとかこの無謀なやりとりを制御しようとしています。更に悪化すれば航空宇宙産業、建艦や自動車産業における発注取り消しや制裁がとられかねません。

こうした制裁のユーロ圏におけるより広域な影響ははかりしれず、少なくとも経済にかなり大きなダメージを与えるでしょう。主な懸念は制裁がインフレに与える影響で、現在0.4%に落ち着いているもののエコノミストらは制裁の為にこれがデフレスパイラルに陥る可能性があるとしており、一旦スパイラルに陥れば回復の望みがないと脅しています。農家が過剰製品を捌き切れなくなったときデフレーションが発生します。マリオ・ドラギ氏は昨日このことについては言及せず、ユーロ圏は「地政学リスクが非常に高まった」状態にあると述べるだけにとどめましたが、懸命な判断だったといえるでしょう。

マリオ・ドラギ氏はまた、あり得るQEに向けて更なる燃料を投下しました。ECBは金融政策について述べ、更なる刺激策に対していくつかのヒントを市場にもたらしました。
地政学リスク、特にホームに近いロシアとウクライナ、の問題がヨーロッパ経済の足を引っ張る最も懸念スべき要因であり、回復は「弱く、脆く、そして不平等に」進んでいるとしています。これはまたロシアによる影響が完全に出る前からの問題でもあります。

今日は既にドイツの輸出入データが発表され、どちらも予測値より好調でした。特に輸入額は予測より4.5倍の結果になりました。経済データ発表の点からいうと比較的静かな1日ですが、英国の貿易収支と建設関連データ、むしろ心配なのはこの午後に発表されるカナダの失業率データでしょう。
